At the go-kart track on East Harding Avenue, construction advances with the shop building now installed and mini-golf course work underway. A ramp was added to the building after elevation differences were detected on site. Utility upgrades are progressing, with gas meter installation scheduled as part of broader infrastructure improvements.

The Pine Bluff City Council’s recent decision to maintain the Urban Renewal Agency’s operations enabled continued investment in ongoing and future developments, including those at Simmons Bank Park.

Board members received updates on The Magnolia development at Simmons Bank Park. Discussion addressed complications from a forensic audit focused on a 2017 sales tax, including concerns about auditors contacting vendors directly without prior coordination. To address confusion, agency leadership is working to establish a more structured vendor communication process during the audit.

Payment delays on the go-kart project were also discussed; the contractor had raised concerns regarding unpaid work dating back to January, nearly resulting in a work stoppage. Payments are now being processed, with additional invoices moving through the approval system.

The board addressed concerns about Urban Renewal resources being used by other city departments without formal agreements. Equipment was reportedly borrowed without official documentation, prompting calls for written policies to ensure accountability and reduce liability.

A Waste Management bill exceeding $3,000 was another issue, resulting from continued use of the agency account after the city’s contract expired. The board agreed that future use of such services should clearly establish payment responsibility.

Formal communication will be sent to city officials outlining expectations for equipment use and waste services.

Efforts to increase visibility at Simmons Bank Park are underway, including new signage to assist visitors and delivery drivers. Higher attendance at recent events has highlighted the need for improved wayfinding.
