Incumbent Fourth Ward Pine Bluff City Council member Bruce Lockett is seeking his third term and said during a candidate forum broadcast last week on the Deltaplex Radio Network, that his experience makes him the best candidate for the job.
His opponent Mar’Tavius Proctor cites his youth and desire to help people.
