The Pine Bluff Police Department has been working the city’s 26th homicide of the year, which happened at 2202 West 10th Avenue at 12:20 p.m. Monday, October 14, 2019.

 

Officials were called in reference to a medical call, when 69-year-old Richard “Dickie” Ratliff was found unresponsive inside of an apartment. Ratliff was later pronounced deceased.

The Pine Bluff Police Department has now made two arrests in connection with the murder. 29-year-old Marlo Carter and 29-year-old Jameisha McClain, both from Pine Bluff, have been arrested in connection to the death of Ratliff. Both have been charged with capital murder.

Marlo Carter was also arrested on October 8, 2019 for theft of property.  

Both suspects were arrested on October 17, 2019, and have been booked into the W.C. “Dub” Brassell Detention Center.
