Domestic Violence Call in Phillips County Ends in Standoff and Suspected Suicide

A domestic violence call in Phillips County escalated into an armed standoff Sunday night, ending with the suspect dead from an apparent self-inflicted gunshot wound, according to authorities.

At around 9 p.m. on August 17, deputies with the Phillips County Sheriff’s Office (PCSO) responded to a report of domestic violence in the 300 block of Phillips County Road in Poplar Grove. Upon arrival, officers found a victim who had sustained serious injuries. The individual was transported to a Memphis hospital, where they remain in stable condition.

The suspect, identified as 40-year-old Brandon Billingsly, retreated inside the home when deputies arrived and fired multiple shots toward law enforcement. No officers were injured.

The PCSO requested assistance from the Arkansas State Police (ASP), which deployed Highway Patrol units, Criminal Investigation Division (CID) agents, a Crisis Negotiation Team (CNT), and SWAT personnel to the scene. Negotiators worked for more than two hours to persuade Billingsly to surrender.

When repeated requests were ignored, SWAT officers introduced chemical agents into the residence shortly after 3 a.m. Moments later, a single gunshot was heard from inside. A robotic camera deployed by ASP revealed Billingsly had died from an apparent self-inflicted wound.

The suspect’s body will be sent to the Arkansas State Crime Laboratory to determine the official manner and cause of death. ASP CID will continue to investigate the incident.
