Tension Rises in Jefferson County Quorum Court Meeting as Members Clash Over Meeting Procedures

When Jefferson County Judges Gerald Robinson banged the gavel to start the regular monthly meeting of Quorum Court Committees Tuesday, only six Justices of the Peace were in their seats.

Justices Roy Agee, Dr. Conley Byrd, Ted Harden, Cedric Jackson, Patricia Royal Johnson and Rick Victorino answered present when Robinson called the roll. At least some of the other seven JPs were waiting around the corner from the Quorum Courtroom until the committee meetings were done, so they could have the room for what they designated as a “Special Quorum Court Meeting.”

Robinson expressed frustration with the whole situation, saying this.

The procedures ordinance passed by eight of the 13 JP’s who have consistently opposed Robinson calls for committee meetings to take place on the first Tuesday after the first Monday of the month. The regular monthly meeting then follows on the second Monday of the month so this special meeting violates that procedures ordinance.

The agenda for the committee meetings included transferring funds from the County General Reserve Fund to the Solid Waste Contract Fund, in order to pay the contractor who picks up garbage. That item is one of several that were not included on the agenda for the “Special Quorum Court Meeting.”

That agenda says, “all items met the super sponsorship (Ordinance 2025-8)” and listed the names of the eight JP’s.

Robinson was asked what a Super Sponsorship is and answered this way.

He also said he has never seen the term Super Sponsorship in state law.

Robinson was asked what his next step will be.
