Pine Bluff Mayor to Outline Details of Proposed 1-Cent Revitalization and Economic Development Tax

Pine Bluff Mayor Vivian Flowers will hold a press conference Monday to outline the details of a proposed 1-cent Revitalization and Economic Development Tax, a measure she says would provide the city with the revenue needed to drive long-term growth and stability.

The event is scheduled for Monday, November 17, 2025, at 12 p.m. in the Detective Kevin Collins Center Conference Room, located at 200 East 8th Avenue in Pine Bluff.

Mayor Flowers said the proposed tax would support a wide-ranging slate of improvements aimed at modernizing the city and strengthening core services.

“This Revitalization & Economic Development Tax will enable Pine Bluff to chart a bold, sustainable path toward progress and the future of our children,” Flowers said. “This injection of additional revenue to our tax base would mean funding for immediate and long-term investments that will modernize Pine Bluff’s infrastructure, strengthen public safety, significantly increase youth and senior services, boost economic growth, and expand our tourism and cultural footprint.”

City officials, community leaders, and residents are invited to attend the announcement and learn more about the measure, which is expected to appear on an upcoming ballot. Media in attendance will have an opportunity to ask questions following the mayor’s remarks.

The city will also announce a schedule of town hall meetings where residents can engage directly with officials to discuss the proposal.
