Brett Talley, Deputy Prosecutor Ty Spradlin said on Saturday at 12:15 p.m., Talley was at 27th Avenue and Cedar Street when he saw a Ford Mustang that was westbound on 28th Avenue and appeared to be speeding Talley used handheld radar to clock the vehicle at 50 miles per hour in a 30 mile per hour zone.

Talley got behind the Mustang at the stoplight at 28th Avenue and Hazel Street and saw the driver, later identified as Lewis, looking back at him. He turned on his emergency lights to conduct a traffic stop and the Mustang traveled about two blocks before pulling into the parking lot of the China Buffet at 28th Avenue and Palm Street on the south side of the street.
