Reading from an affidavit by Police Lt. Brett Talley, Deputy Prosecutor Shana Alexander said on Tuesday at 6:56 p.m., Talley was in the area of 13th Avenue and Cypress Street when he saw a vehicle that did not have a license plate light. The vehicle turned east on 13th Avenue and Talley conducted a traffic stop after the vehicle pulled into a driveway at 1008 S. Cypress St.

Alexander said after Manning was searched, police searched the vehicle.
