Pine Bluff City Council to Consider Housing Standards, Police Policy Changes, Budget Amendments

The Pine Bluff City Council is set to take up a wide-ranging agenda at its April 20 meeting, with major items focusing on housing standards, police policy, infrastructure projects and budget adjustments.

The meeting will begin at 5:30 p.m. with routine business, including public comments, approval of previous minutes and committee reports.

One of the most significant items on the agenda is an ordinance that would establish minimum standards for rental housing in Pine Bluff.

The proposal is aimed at strengthening protections for tenants by requiring landlords to maintain safe, sanitary and livable conditions. The ordinance outlines requirements for essential services such as water, electricity, plumbing, structural integrity and pest control, while also establishing enforcement measures and penalties for violations.

City leaders have indicated the measure is intended to address substandard housing conditions and improve quality of life for residents.

Council members will also consider an ordinance amending the Pine Bluff Police Department’s policy manual, specifically regarding the use of force.

The proposed update would clarify when officers may discharge a firearm from or at a moving vehicle, limiting such actions to situations involving an imminent threat of death or serious injury. The policy also encourages officers to consider alternative tactics and outlines reporting and review procedures following any discharge.

A resolution on the agenda will recognize the “Gloves Not Guns” organization for its performance at the National Silver Gloves Tournament. The program, which works with local youth through boxing, had several participants advance deep into the competition, including a national champion.

Several agenda items focus on infrastructure improvements and development efforts across the city.

The council will consider a resolution expressing support for federal transportation funding tied to the next phase of the Grant Street multi-use trail project. The initiative is designed to expand recreational and transportation opportunities for residents.

Another resolution would authorize the street department to purchase a new E-Lift truck with accessories to improve maintenance operations.

Council members will also review a proposed contract with Wagner General Contractors for work related to the city’s flag gate project at the City Hall complex.

The agenda includes multiple resolutions tied to code enforcement and nuisance properties.

One item would amend a previous resolution to remove a specific property, while another would correct a parcel number listing tied to a nuisance case.

Additional resolutions would declare several properties as nuisances due to unsafe or deteriorated conditions and order their abatement. In some cases, the city would move to place the cost of cleanup or demolition on property tax records as delinquent taxes if not addressed by property owners.

Council members are also expected to consider a resolution amending the city’s 2026 municipal budget.

The proposed changes involve multiple funds, including the street fund, transit fund, health insurance fund, federal VIN fund and public safety facility fund. Adjustments include reallocations for fuel, vehicle maintenance, utilities, insurance and other operational expenses.

Other items include authorizing contracts for equipment purchases and addressing various administrative matters.
