Former Jefferson County Quorum Court Justice Lloyd Franklin Jr. was arrested early Saturday morning in Pulaski County on multiple charges, including driving while intoxicated and driving with a suspended license.
According to the Pulaski County Sheriff’s Office, Franklin, 46, was booked on November 1, 2025, following a traffic stop by the Little Rock Police Department.
Jail records show Franklin faces six separate charges:

No bond was listed for any of the charges as of Saturday afternoon.
Franklin, a former Justice of the Peace for District 5 in Jefferson County, has been a key player in the ongoing tension between a bloc of eight justices and County Judge Gerald Robinson. That divide has fueled months of political friction within county government, with Franklin often vocal on issues involving fiscal oversight, transparency, and executive authority.
He served one term on the Quorum Court and has remained active in local politics and community affairs in Pine Bluff since leaving office.
As of press time, Franklin remained in custody at the Pulaski County Detention Center, held for the Little Rock Police Department.
