With construction completed on the University Drive Sewer Project, the Pine Bluff City Council on Monday approved legislation transferring ownership and control of the project to Pine Bluff Wastewater Utility.
A resolution authorized Mayor Vivian Flowers to execute a bill of sale and certificate of performance was approved without dissent.
According to the Certificate of Performance, the city certified that the construction facilities in the project were completed in accordance with the approved plans and specifications of Pine Bluff Wastewater Utility, that the total cost of the project was $1,580,630 and all bills and accounts for materials, labor and services have been paid in full.
Pine Bluff Wastewater Utility will pay the city $1 cash in return for acquiring all the pipe, machinery, equipment, pumps, easements, fixtures and any and all other property installed in the completed sewer project.
The bill of sale from the city also guarantees all materials, equipment and workmanship is free of defects, deficiencies, failures and errors for a period of 12 months from the date of substantial completion “as prescribed in the SANITARY SEWER DESIGN GUIDELINES provided by the Pine Bluff Wastewater Utility.”
Also Monday, the council heard the first reading of two ordinances making changes to the way the city makes purchases, how competitive bidding is done, and when requests for bids must be advertised.
Any purchase that is more than $5,000 but less than $42,921 plus taxes requires a minimum of three bids that can be made in writing or verbally while purchases in excess of $42,921 require an advertisement for bids in a local
