A $25,000 secured bond was set Monday for a Pine Bluff couple accused of exposing two children to methamphetamine and failing to provide them with adequate living conditions.
Pine Bluff District Judge John Kearney set the bond after ruling prosecutors have probable cause to charge 28-year-old Jeffery Carter and 24-year-old Timber Phillips with 2 counts of Endangering the Welfare of a Minor in the 1st Degree and 2 counts of Exposing Children to Chemical Substances.
Reading from an affidavit by Detective Jesse Horton, Prosecuting Attorney Jim Williams said on March 12th, 2026, Detective Tiffany Woods was notified by The Crimes Against Children Division of 2 children, ages 6 and 3, who tested positive for Methamphetamine during the intake process for Foster Care.
They were removed from the home, located on Phylis St., where they were living with Carter and Phillips. The children were seen at Arkansas Children’s Hospital February 9th where a hair follicle test was conducted, where they tested positive for Methamphetamine.
An inspection of the home revealed feces and urine everywhere, mold was observed in multiple locations, and no food in the pantry or the refrigerator and as a result was deemed unsuitable for children to live in. Both Phillips and Carter tested positive for Methamphetamine as well.
On June 18th, Detective Horton as well as other officials went to locate the couple, who was found at a house on Camden Cut-Off. Detective Horton started by interviewing Phillips.
Detective Horton also interviewed Carter, who gave his account of the situation.
They were ordered to have no contact with the victims and are scheduled to return to court.
