Pine Bluff School District Awarded Spark Grant for Forward Arkansas Initiative

Pine Bluff School District is among five Arkansas districts selected to receive a $9,500 Spark Grant from education nonprofit “Forward Arkansas” to participate in its District Contract Accelerator, a 14-month program focused on outcomes-based contracting.

The participating districts—Pine Bluff, Warren, Mayflower, Farmington and Cabot—will work with the Center for Outcomes Based Contracting through workshops, coaching sessions and contract development support.

The program is designed to help districts restructure agreements with education vendors, so payments are more closely tied to student performance.

PBSD Assistant Superintendent Phillip Carlock said the approach shifts traditional contracting by linking vendor compensation to agreed-upon performance benchmarks rather than flat payment structures.

He said vendors would still receive a base payment, with additional funding dependent on whether those targets are met.

The Accelerator also includes training, data tools and contract templates, along with coaching to help districts build agreements tailored to their specific needs, according to the organization.
