White Hall Mayor Noel Foster, Rep. Bruce Westerman, and Senator John Boozman Discuss $1.3 Billion Arsenal Project

Deltaplex News broke the story Wednesday that Hanwha Defense USA is planning to build a $1.3 billion munitions manufacturing facility at Pine Bluff Arsenal, a project expected to create approximately 200 skilled jobs in the region.

Under the Army’s Enhanced Use Lease (EUL) program, underutilized property at Pine Bluff Arsenal will be leased to Hanwha Defense USA, allowing the defense company to construct and operate a facility that will manufacture key components used in explosives and propellants. Army officials say the project will help bring production of critical energetics back to the United States while improving the performance, safety, and longevity of munitions, including 155mm artillery shells.

Just over a year ago, rumors circulated that Pine Bluff Arsenal could be closed. However, White Hall Mayor Noel Foster said he believes those concerns were the result of misinformation and emphasized that the new investment demonstrates the long-term importance of the installation.

Additionally, U.S. Representative Bruce Westerman spoke with Deltaplex News about the facility.

Westerman said that a lot of people have done a lot of work to make sure the Arsenal isn’t forgotten about.

U.S. Senator John Boozman also spoke with Deltaplex News about the investment into the Arsenal, and what it means for not only the Pine Bluff and White Hall area, but for the United States.

Army leaders described the selection of Hanwha as a foundational investment that will help shape the future of U.S. munitions production. While final lease negotiations are still pending, officials said the decision represents a transformational moment for the Army’s organic industrial base.
