The Jefferson County Sheriff’s Office (JCSO) announced the arrest of W.C. “Dub” Brassell Adult Detention Center (DBDC) Deputy Jailer Keywand Harris following an investigation into alleged prohibited fraternization with a female detainee and related policy violations.
On August 27, 2025, JCSO Criminal Investigation Division (CID) investigators received information alleging a romantic relationship between a jailer and a detainee. Harris was immediately placed on administrative leave while the investigation began.
According to investigators, Harris was observed spending extended periods of time in the female housing unit (G Pod). The investigation revealed that Harris engaged in inappropriate physical contact with the detainee. During an interview, Harris admitted to having a prior sexual relationship with the detainee before her arrest and acknowledged maintaining contact with her, including kissing, while she was in custody.
Harris was arrested and booked into the DBDC on a charge of Sexual Assault in the Third Degree.
“I am deeply disappointed by the actions of Deputy Jailer Harris,” said Jefferson County Sheriff Lafayette Woods, Jr. “Our oath is to protect those in our care, uphold the rule of law, and model the highest ethical standards. Any betrayal of that trust undermines public confidence. Let this serve as a reminder: no one is above the law, least of all those sworn to enforce it.”
The Sheriff’s Office emphasized its zero-tolerance policy for sexual abuse, sexual harassment, and fraternization with detainees, noting that all staff are trained under federal Prison Rape Elimination Act (PREA) standards and department policy.
Under Arkansas law, Sexual Assault in the Third Degree is a Class C felony, carrying penalties of three to ten years in prison and fines of up to $10,000 if convicted.
The case remains under investigation, and no additional information will be released at this time.
