Little Rock Mayor Frank Scott Jr to Deliver Keynote at UAPB 2026 Commencement

The University of Arkansas at Pine Bluff (UAPB) has named Little Rock Mayor Frank Scott, Jr. as the keynote speaker for its 173rd Commencement Exercises. The event will take place Saturday, May 9, 2026, at the Pine Bluff Convention Center. The academic procession starts at 9:45 a.m., and the ceremony begins at 10:00 a.m. If you cannot attend in person, you can watch the livestream on UAPB’s YouTube channel.

Mayor Scott has led Little Rock since 2019 and began his second term in 2023. During his time in office, Little Rock’s population has grown to over 203,000 residents. He has helped bring more than 8,000 new jobs to the city. Companies like Trex, Trader Joe’s, Fiocchi, and Topgolf have chosen Little Rock for new developments.

Scott’s focus on education led to the creation of the Chief Education Officer position in city government. Little Rock also adopted a Community Schools model in six schools, offering student support services and neighborhood resources for families. Scott raised police officer salaries, making the Little Rock Police Department the highest-paid municipal force in Arkansas. He also added full-time social workers to the department to support a broader crime reduction plan.

Before becoming mayor, Scott worked for former Arkansas Governor Mike Beebe in several roles, including Director of Intergovernmental Affairs. He holds an MBA in finance from the University of Arkansas at Little Rock and a bachelor’s degree from the University of Memphis.

Scott also serves as an associate pastor and youth mentor. He sits on the Board of Trustees of the African American Mayors Association.

UAPB Chancellor Anthony Graham said Scott’s leadership and commitment to economic growth and education reflect the university’s core values. Graham believes Scott’s message will connect with the graduating class.
