The tire processing at the Landfill area has virtually been stopped. The Arkansas Department of Energy and Environment, Division of Environmental Quality (DEQ) wants the County to put up, in a sense, a surety bond; just in case the place shuts its doors or whether they’ll be able to keep operations going.
The assurance they want is, in essence, money to be placed in escrow just in case that happens.
If they remain operational, the state returns the money. If not, they keep the case and use it to shut the place down.
