Pulaski County Circuit Judge Tim Fox has held the City of Little Rock in contempt of court for not following a court order to fully reinstate the employment of Officer Charles Starks.

Starks was fired last year over the fatal shooting of Bradley Blackshire. Starks was cleared of any criminal wrongdoing, but Starks was fired following an internal investigation of the shooting that found that Starks had violated the police department’s use-of-force policy.

Fox said in his ruling that the City of Little Rock will be fined $10,000 per day unless the police department returns officer Charles Starks’ gun, badge and law enforcement credentials by the end of the day. Fox said that Chief Keith Humphrey will be forced to surrender his own gun, badge and credentials if the order is not followed.

Starks appealed the firing in Pulaski County Circuit Court. Fox ordered Starks to be reinstated on Jan. 2.
