Friday night drive by shooting in PB leaves 4 shot, 20 and 15 year olds in custody
20 year old Joseph Westmoreland, identified by detectives to be the drive by shooter in Friday nights incident at 1100 W 16th Avenue, is in custody. Westmoreland turned himself in to the Pine Bluff Police Department around 12:40 A.M. on 08/12/2023.
