Blue/Green Envelope Programs Support Drivers With Autism, Mental Illness

At the start of 2026, the Blue Envelope and Green Envelope programs became effective in the State of Arkansas. The Blue Envelope program is designed to assist individuals one the autism spectrum and law enforcement communicate more effectively during traffic stops and other interactions. The Green Envelope program does the same for individuals with a mental illness.

Both envelopes contain a copy of the individual’s driver’s license, their vehicle registration, and a current insurance card. On the front of the envelopes, it indicates whether the driver is verbal or verbally challenged, emergency contact information, and notes for how to communicate for law enforcement personnel. The purpose of both programs is to reduce anxiety, promote understanding and safety for everyone. It is hoped the Blue Envelope and Green Envelope programs will lead to more compassionate and empathic interactions throughout Arkansas.

The two programs are very progressive. Only 7 other states have an existing Blue Envelope program, though others are working towards it, and the Green Envelope program only fully existed in Connecticut prior to Arkansas adopting it. To obtain either a blue or green envelope, drivers should contact one of 130 Revenue Offices in Arkansas or order one online. No documentation about the driver’s condition is required to obtain an envelope.
