The Arkansas Department of Transportation (ARDOT) has officially assumed oversight of the Office of Keep Arkansas Beautiful following the passage of Act 148 during the 2026 Fiscal Session.
The legislation, sponsored by State Sen. Mark Johnson, transferred the duties and responsibilities of the former Keep Arkansas Beautiful Commission from the Arkansas Department of Parks, Heritage and Tourism to a newly established office within ARDOT.
State officials said the transition brings Keep Arkansas Beautiful’s community-focused programs under the same agency as ARDOT, allowing for closer coordination of litter prevention, beautification, and environmental stewardship efforts across Arkansas’ highway system.
Keep Arkansas Beautiful will continue its existing statewide programs and partnerships while working more closely with ARDOT’s Adopt-A-Highway program and other anti-litter initiatives. Officials said the partnership is also expected to expand efforts involving roadside wildflowers, scenic byways, community beautification projects, and other initiatives aimed at improving Arkansas’ public spaces.
ARDOT officials said the department has increased its efforts to address litter through education, enforcement, and dedicated cleanup funding.
The department spent approximately $9.7 million collecting and disposing of roadside litter last year and recently launched a statewide awareness and enforcement campaign with the Arkansas Highway Police and the Office of Keep Arkansas Beautiful.
The campaign focuses on compliance with Arkansas laws requiring drivers transporting waste or debris to properly secure their loads.
Under Arkansas law, littering on public property is prohibited, and motorists hauling waste must secure their cargo.
Violations may result in misdemeanor charges, fines, community service, and responsibility for removing the debris.
Officials said bringing the Office of Keep Arkansas Beautiful into ARDOT is intended to strengthen statewide litter prevention efforts while improving the appearance, safety, and cleanliness of Arkansas highways and public spaces.
