New restrictions on how Supplemental Nutrition Assistance Program (SNAP) benefits can be used in Arkansas took effect July 1st, following federal approval of a state waiver designed to encourage healthier food choices.
Under the updated rules, SNAP benefits can no longer be used to purchase certain products, including candy, soda, fruit and vegetable juices containing less than 50% real juice, or beverages containing artificial sweeteners.
The Arkansas Department of Human Services said improving the health of Arkansans is a priority and that encouraging SNAP recipients to use their benefits toward more nutritious foods is a key part of the program change.
State officials said the change is intended to promote healthier purchasing decisions rather than prevent individuals from buying specific products altogether.
The Arkansas Grocers & Retail Merchants Association said many commonly purchased grocery items remain eligible under SNAP, including bread, lunch meat, cheese, fruits, vegetables and 100% fruit juice products.
Retailers have prepared for the change through guidance from the Department of Human Services, including access to a restricted products list to help identify items that are no longer eligible for purchase with SNAP benefits.
DHS has also launched the Arkansas SNAP Companion app to help recipients determine whether products qualify before purchasing them.
The free app allows users to scan items in stores and includes resources focused on preparing quick, healthy meals.
The agency encourages SNAP recipients to keep their contact information updated through Access Arkansas to receive additional program updates and information about the changes.
