Pine Bluff Mayor Vivian Flowers in her State of the City address Monday night painted a bright picture of her hopes for the future.
Flowers, who took office Jan. 1 took the stage at the Pine Bluff Convention Center auditorium and said this.
She went on to talk about education, housing and trade.
