A second suspect has been arrested in the October shooting death of a Pine Bluff teenager and injuries to a second.

Dontavian Foots, 19, the brother of the initial suspect, Deon Foots, now 18, was taken into custody after a search that began in late October and after warrants had been issued for Dontavian Foots’ arrest.

Police were sent to Village Green Apartments at 4321 S. Olive St., on Oct. 20 at 10:21 a.m. where they found a male juvenile with gunshot wounds to both legs. The victim was taken to Jefferson Regional hospital and later told police he did not know who shot him.

That same night, police were sent to Jack Robey Junior High School in response to an unresponsive person and upon arrival, located a male lying face down in a vehicle. The male, later identified as Jarrett Massey III, had what appeared to be gunshot wounds to the right side of his upper torso and was pronounced dead at the scene.

A witness told police he was asleep and was awakened by gunshots. The witness said he looked out the window and saw one of the victims fighting with a juvenile. The witness said he saw Deon Foots shoot the victim and noticed the victim running toward the apartments. The witness said he saw Deon Foots then point the gun at a vehicle which Massey was driving and as Massey was driving off, Deon Foots shot into the vehicle.

Detective Chris Wieland reported that he interviewed Deon Foots, who was a juvenile at the time, with Foots’ mother present. He said he, his brother, Dontavian Foots, and the juvenile had gone to the apartments to get some money from the juvenile’s uncle. He said he noticed a male reaching into his waistband and the juvenile jumped on the man. He said he got out of the vehicle with a toy gun and his brother had a .22-caliber pistol and said his brother was the one who fired the shots. When asked where the toy gun and the .22-caliber pistol were, Deon Foots said he did not want to answer any more questions and the interview was terminated.

Security video from the apartments showed both Deon and Dontavian Foots get out of a vehicle. Deon Foots had a silver handgun in his hand and Dontavian Foots pulled a black handgun out of his waistband and opened the passenger side door of the vehicle Massey was driving and both fired shots into the vehicle. When the vehicle left the area, Dontavian Foots shot at the vehicle again.

Both Dontavian Foots and Deon Foots are being held with no bond on charges of capital murder and terroristic act. Deon Foots is also charged with first-degree battery.
