By a vote of 8-0, the Pine Bluff City Council on Monday approved a Pine Bluff man’s request to open a private club in the city.

Under current state law, the council was required to sign off on an application by Martin Scott who wants to open the Village Bar and Lounge at 3137 W. 28th Ave.

Council member Bruce Lockett, who sponsored the legislation, told Deltaplex News what it was all about.

Scott was required to get the council’s approval before submitting an application to the State Alcoholic Beverage Control Board for a private club license.

Also Monday, the council voted to waive competitive bidding and purchase insurance for transit department vehicles from First Arkansas Insurance, who has provided the coverage for the past several years.

The current insurance coverage was scheduled to expire Oct. 1 and the city will pay $61,916 for the policy.
