Two people arrested in connection with the murder of Elvia Fragstein now face additional charges of capital murder. Robert Lee Smith Jr (16) and Tacori D. Mackrell (18) will go before a Judge Wednesday morning. Investigators with the Faulkner County Sheriff’s Office initially arrested Smith and Mackrell, Monday July 16, 2018 on charges of kidnapping and theft of property. Smith and Mackrell who are being charged as adults are believed to be responsible for kidnapping Elvia Fragstein from Conway, murdering her and dumping her body along a road in Jefferson County where it was discovered July 11, 2018. Police found the victim’s car burned and abandoned in Pine Bluff Tuesday July 17. 2018. Smith and Mackrell remain in the Faulkner County Detention Center.
